Please note that if minimum numbers are not reached, workshops may be rescheduled with anyone that is booked onto it being contacted to discuss options that might be available e.g. transferring to the next workshop.
In early September 2024, NZTA notified the industry that as of the 1st of November 2024, their warrant system will not run in parallel to the Unit Standard framework – this means that where there is an equivalent Unit Standard, you can only complete the training to achieve a Unit Standard and must meet the Unit Standard prerequisite to attend a workshop.
Connexis will be charging for Unit Standards from the 1st of November which will be on charged to the learner, specifically for US 31960 and 31963.
The costs are indicated as below:
- US 31958 (aka TTM Worker) 5 credits - $32.50+GST
- US 31959 (aka TMO-NP) 5 credits - $32.50+GST
- US 31960 (aka TMO) 10 credits - $65+GST
- US 31961 (aka STMS U) 5 credits - $32.50+GST
- US 31962 (aka STMS-NP) 5 credits - $32.50+GST
- US 31963 (aka STMS) 20 credits - $130+GST
This standard is intended for a general worker on a worksite under temporary traffic management (TTM). It is an introduction to TTM and the requirements of the Code of Practice for Temporary Traffic Management (CoPTTM) – including any amendments or replacements to good practice i.e., The New Zealand Guide to Temporary Traffic Management (NZGTTM).
Unit Standards:US 31957 - Demonstrate knowledge of working safely as a general worker on a worksite under temporary traffic management.
Typical Target Audience:Anyone with no traffic management experience / qualification, that wants to get a base understanding of temporary traffic management. This could be people looking to get into the industry as a worker on the ground, or project members / local government staff etc.
Pre-Requisites:There are no pre-requisites to attending this workshop.
Practicing Elements:There is no practical element to this qualification, it is theory only.
Course Duration:Half a day, or roughly 3-4hrs

This unit standard is intended for people who assist with Temporary Traffic Management (TTM) under direction as a TTM worker and meet the requirements of the Code of Practice for Temporary Traffic Management (CoPTTM) – including any amendments or replacements to good practice i.e., The New Zealand Guide to Temporary Traffic Management (NZGTTM). People credited with this unit standard are able to:
- explain the role of a TTM worker;
- operate under supervision as a controller for alternating flow; and
- operate under supervision as a TTM worker on the worksite under TTM.
US 31958 - Explain the role of and operate as a TTM worker on the worksite under temporary traffic management.
Typical Target Audience:Anyone with limited, if any, traffic management experience / qualification, that wants to get a base understanding of temporary traffic management. As this includes practical elements it is suited to people looking to move into the operational space of the industry, or those wanting to work towards STMS qualification etc.
Pre-Requisites:There are no pre-requisites to attending this workshop.
Practicing Elements:Within the workshop, there will be practical tests, in a live environment, that will need to be completed by the participants.

This standard is intended for Temporary Traffic Management (TTM) workers who require the Waka Kotahi NZ Transport Agency Traffic Management Operative (TMO) non-practising warrant. People credited with this unit standard are able to:
- demonstrate knowledge of stakeholders and operational requirements for the worksite under TTM.
US 31959 - Demonstrate knowledge of temporary traffic management.
Typical Target Audience:Any worker wanting to work towards minding a worksite in the absence of the STMS, set up a worksite where the traffic management is clear of the live lane, undertake a roadside activity, or complete an inspection activity.
Pre-Requisites:The Temporary Traffic Management Worker (US 31958 - TTMW) qualification is a prerequisite to this qualification.
Practicing Elements:There is no practical element to this qualification, it is theory only. However, to achieve the practicing qualification, verification and assessing will be required - US 31960

What’s Involved:
This standard is intended for Traffic Management Operatives who require the Waka Kotahi NZ Transport Agency Traffic Management Operative (TMO) practising warrant and will maintain an existing static temporary traffic management (TTM) worksite under the direction of a Site Traffic Management Specialist (STMS). People credited with this unit standard are able to:
- • Maintain the worksite Under TTM: install and remove a worksite where all TTM equipment is out of the live lane and undertake an inspection activity.
US 31960 - Maintain the worksite under TTM.
Typical Target Audience:Any worker wanting to work towards minding a worksite in the absence of the STMS, set up a worksite where the traffic management is clear of the live lane, undertake a roadside activity, or complete an inspection activity.
Pre-Requisites:The Traffic Management Operative (US 31959 - TMO-NP) qualification is a prerequisite to this warrant.
Practicing Elements:There are seven tasks that need to be completed to achieve this warrant, some can be observed by a mentor / verifier, while three main practical tasks must be observed by an assessor, these are:
- Maintain a closure – controlling alternating flow
- • Install, maintain, and remove a shoulder closure worksite clear of the live lane
- • Undertake an inspector activity on a category A road environment.
The assessor will also review the mentor / verifier tasks, if applicable, to make sure they have been suitably undertaken by the learner and that suitable evidence exists.
Duration:Varies – this will depend on what verification and assessing is required and the speed at which the learner can complete the tasks.

If applicable, mentor / verifier notes and evidence for any task they can complete.
Suitable PPE in line with company policies. You may also need to provide traffic management equipment, vehicles and staff, to complete the tasks – alternatively we can arrange this on your behalf, and pass on the cost.
This standard is intended for Traffic Management Operatives to give them the knowledge required by a universal Site Traffic Management Supervisor (STMS). People credited with this unit standard are able to:
- demonstrate knowledge of the requirements of the STMS role;
- explain the requirements for the Traffic Management Plan (TMP);
- explain the requirements for recording and reporting; on the worksite under temporary traffic management (TTM).
US 31961 - Explain the requirements for the worksite under temporary traffic management.
Typical Target Audience:Any person intending to be an onsite STMS on a category A, B or C road environment. Traffic Operations Managers, Mentors, Assessors, Trainers, TMP Planners, TMP reviewers and TTM auditors.
Pre-Requisites:The Traffic Management Operative (US 31959 - TMO-NP) qualification is a prerequisite to this warrant.
Practicing Elements:There are no practical assessments for the STMS U course as this is a foundation non-practicing qualification. If you would like to become a practicing STMS working on the road, you would need to complete the relevant STMS courses for that road environment.

This unit standard is intended for Traffic Management Operatives who require the Site Traffic Management Specialist (STMS) non-practising certificate for a road environment as defined in the code of practice for temporary traffic management (CoPTTM). – including any amendments or replacements to good practice i.e., The New Zealand Guide to Temporary Traffic Management (NZGTTM).
People credited with this unit standard are able to:
- • explain the requirements for the worksite under temporary traffic management (TTM) for a road environment as defined in CoPTTM.
US 31962 - Explain the requirements for the worksite under temporary traffic management for a road environment as defined in CoPTTM
Typical Target Audience:Any person intending to be an onsite STMS on a category A, B or C road environment. Traffic Operations Managers, Mentors, Assessors, Trainers, TMP Planners, TMP reviewers and TTM auditors.
Pre-Requisites:The Site Traffic Management Supervisor Universal (US 31961 - STMS-U-NP) qualification is a prerequisite to this warrant.
Practicing Elements:There is no practical element to this qualification, it is theory only. However, to achieve the practicing qualification, verification and assessing will be required - US 31963
Course Duration:Prior to the 1st of November, the course will be one day each day i.e. category A and B. From the 1st of November, we will be looking to run a hybrid course covering all three categories. Please contact us directly for more information.

What’s Involved:
This unit standard is intended for STMS non-practising who require the STMS practising warrant for a road environment as defined in the code of practice for temporary traffic management (CoPTTM). People credited with this unit standard are able to:
- • operate as a practising STMS within a road environment as defined in CoPTTM.
US 31963 - Operate as a practising STMS within a road environment as defined in CoPTTM.
Typical Target Audience:Any person intending to be an onsite STMS on a category A, B or C road environment
Pre-Requisites:Site Traffic Management Supervisor (US 31962 - STMS-NP), and The Traffic Management Operative (US 31960 - TMO-P) qualifications are a prerequisite to this qualification.
Practicing Elements:You must complete three closures for the chosen road environment. Two closures will be observed by a mentor / verifier, while an Assessor will observe a live lane closure e.g. alternating flow for category A and B, and a lane closure for category C. The assessor will also review the mentor / verifier closure, if applicable, to make sure they have been suitably undertaken by the learner and that suitable evidence exists.
Duration:Varies – this will depend on what verification and assessing is required and also the speed at which the learner can complete the tasks.

If applicable, mentor / verifier notes and evidence for any task they can complete. Suitable PPE in line with company policies. You may also need to provide traffic management equipment, vehicles and staff, to complete the tasks – alternatively we can arrange this on your behalf, and pass on the cost.
This provides the base knowledge for undertaking mobile operations on either category A and B road environments or the shoulder of category C road environments.
This learning block is not appropriate if the person is required to be in charge of mobile operations to install, maintain or remove TTM at static worksites. The STMS category A, B, or C learning blocks cover this activity.
Topics include:
- complete risk assessment for the mobile activity
- calculate layout distances for mobile operations
- complete mobile operations and closures
- complete semi-static closures.
There is no Unit Standard for this qualification.
Typical Target Audience:Any person wishing to complete mobile operations as an onsite STMS. This warrant is not appropriate if the person is required to oversee mobile operations to install, maintain or remove TTM at static worksites.
Pre-Requisites:The STMS Universal warrant is the minimum prerequisite to this warrant. Those wishing to gain the practising STMS Mobile operations warrant must first hold the practising TMO warrant.
Practicing Elements:There is no practical element to this qualification, it is theory only. However, to achieve the practicing qualification, verification and assessing will be required.
Course Duration:Half a day, or roughly 4-5hrs
What To Bring:Optional – a laptop, or suitable electronic devices for note taking. Pens and paper will be provided.
What’s Involved:
This is the practical component of the Site Traffic Management Supervisor Mobile warrant.
Unit Standards:There is no Unit Standard for this qualification.
Typical Target Audience:Any person wishing to complete mobile operations as an onsite STMS. This warrant is not appropriate if the person is required to be in charge of mobile operations to install, maintain or remove TTM at static worksites.
Pre-Requisites:The Site Traffic Management Supervisor Mobile Non-Practicing workshop must be completed.
Practicing Elements:You must complete three mobile closures. Two closures will be observed by a mentor / verifier, while an Assessor will observe a live lane closure on a category A or B road environment. The assessor will also review the mentor / verifier closure, if applicable, to make sure they have been suitably undertaken by the learner and that suitable evidence exists.
Duration:Varies – this will depend on what verification and assessing is required and the speed at which the learner can complete the tasks.
What To Bring:If applicable, mentor / verifier notes and evidence for any task they can complete. Suitable PPE in line with company policies. You may also need to provide traffic management equipment, vehicles and staff, to complete the tasks – alternatively we can arrange this on your behalf, and pass on the cost.
This standard is intended for a general worker on a worksite under temporary traffic management (TTM). It is an introduction to TTM and the requirements of the Code of Practice for Temporary Traffic Management (CoPTTM) – including any amendments or replacements to good practice i.e., The New Zealand Guide to Temporary Traffic Management (NZGTTM). People credited with this unit standard are able to:
- demonstrate knowledge of working safely as a general worker on a worksite under temporary traffic management.
There is no Unit Standard for this qualification.
Typical Target Audience:Any person wishing to conduct inspection activities and who does not need to hold other TTM warrants. This may include surveyors, provided their work fits within the range of inspection activities.
Pre-Requisites:There are no pre-requisites to attending this workshop.
Practicing Elements:There are two practical competence assessments that need to be completed. We intend to do this in the afternoon following the theory presentation, however this will be weather and time permitting - otherwise this part of the qualification may need to be completed at another time. This may or may not incur an additional cost.
Duration:One day
What To Bring:Optional – a laptop, or suitable electronic devices for note taking. Pens and paper will be provided. Steel cap footwear and a TTMC-W17 compliant high-visibility garment. A compliant vehicle with a 360-degree beacon, and a TV3 ‘Road Inspection’ sign - this is needed for transportation to the locations where the practical assessments will take place.
A refresher of what is covered under the STMS CAT A, B, C and Universal Workshops. This will recap the key points from those workshops and update attendees on anything that has changed within the refresher period.
Typical Target Audience:Anyone who needs to refresh their current STMS / STMS Cat A, B or C warrant. Note: as of the 1st of November 2024 there will be no requirement from NZTA or Connexis to complete a refresher, it will be the responsibility of each organisation to determine how they manage refreshing knowledge and competency check of their employees.
Pre-Requisites:Prior to the 1st of November 2024: STMS Cat A, B or C -NP current or expired no more than 12 months. Those transitioning from the legacy STMS 2/3 warrant can also use that as a Pre-Requisite for this workshop. From the 1st of November 2024: there are no pre-requisites.
Practicing Elements:There is no practical element to this qualification, it is theory only.
